Phoenix-based Cardon Development Group plans a $225-million, mixed-use development in downtown St. Paul, MN. The three-building campus is planned to include a 200-room hotel, 300 apartments, 60,000 square feet of office space and 30,000 square feet of retail at Wabasha Street and Kellogg Boulevard, overlooking the Mississippi River.
The project will include 1,200 parking stalls, with elevators that connect to a planned “river balcony” the city envisions building along the bluff. The sites’ former West Publishing and Ramsey County jail structures have been razed, and site work is expected to wrap up by August 2017.
Ramsey County is negotiating with the developer to acquire the county-owned 4.8-acre site. The deal is slated to be completed this summer, with a phased construction timeline spanning from 2018 to 2021.
