Camber Tops Out on Affordable Senior Housing in Harlem

Camber Property Group and Harlem Congregations for Community Improvement topped out construction at Victory Plaza, a 136-unit, 100% affordable building for seniors. The $65-million project at 11 W. 118th St. is being financed by Wells Fargo and city housing agencies, with completion expected for December 2020.

The Aufgang Architects-designed Victory Plaza sits adjacent to Victory One, an existing senior building developed by HCCI in the late 1990s. The development team is subdividing underutilized land of Victory One and implementing recent zoning changes known as Zoning for Quality and Affordability that provide density bonuses for the creation of senior affordable housing.

“We are committed to delivering high quality affordable housing to meet the rising demand across New York City—and Victory Plaza will do just that by providing much-needed housing for formerly homeless and low-income seniors,” said Rick Gropper, co-founder and principal of Camber Property Group.
