Close to a year after the Leander City Council rejected a rezoning application for master-planned community Chapman Parks, council members once again denied developer Stantec Consulting permission to change zoning on 317 acres at Mesa Vista Drive and County Road 280. Chapman Parks calls for single-family suburban and urban zoning, which requires denser housing than the current single-family rural zoning designation.
The original proposal introduced to city council in March 2018 called for up to 1,200 homes, townhomes and cottage housing. Stantec’s most recent proposal cut the unit number to 1,100. The new proposal also indicated that the development wouldn’t begin until two lanes of San Gabriel Parkway and Lakeline Boulevard were extended to the property boundary.
Local residents, however, continued expressing concerns about density and increased traffic. Council member Shanan Shepherd indicated that Chapman Parks is a good development, but not the right fit for the location.
